Peer review process

Articles submitted to the Editorial Board (EB) that correspond to the subject of the journal and do not violate its publication ethics are peer-reviewed for the purpose of their expert evaluation. The articles sent to the EB undergo the procedure of “double blind” review: the reviewer does not know who the author of the article is, and the author does not receive information about the reviewer. All reviewers are to be recognized experts on the subject of the reviewed articles, to have the academic degree of Doctor of Sciences or Candidate of Sciences, and to have published articles on the subject of the reviewed article within the last 3 years. Peer reviews are kept in the editorial office of the journal for 5 years.

The EB accepts only original, previously unpublished scientific materials. In case of plagiarism and/or the fact of publication of the manuscript in other sources, the article is withdrawn from publication at any stage of preparation. Legal issues related to publication in the journal, including the obligations of the parties (the author and the publisher), are regulated on the basis of a contract.

The EB notifies the author that the manuscript has been accepted/not accepted for publication through the electronic editorial system on the journal's website or by e-mail.

After the registration of the manuscript, the EB has the right to inform the author of comments on the content and design of the manuscript, which must be eliminated before the text is submitted for peer review. The author should send the revised version of the text to the editor.

The decision to publish the article is made after considering the results of peer review, taking into account the correspondence of the submitted material to the journal's topics, the relevance of the article's topic, scientific contribution and the practical and theoretical significance of the research results. The decision to publish the manuscript is made within one month from the day the manuscript had been sent to the editorial office.

The positive peer review only is not a sufficient reason for the publication of the article. The final decision on the publication is made by the EB. In controversial situations, the decision is made by the Editor-in-Chief. If the peer review contains recommendations for correction and revision of the article, the EB sends the author the text of the review with a proposal to take its remarks into account while preparing a new version of the article or to refute the remarks (partially or completely). The revision of the article should not take more than 2 weeks from the moment of informing the author about the remarks. The article revised by the author is to be re-sent to the EB for review.

If the author refuses to revise the article, he/she must notify the editorial board in writing / orally of his refusal to publish the article. If the article receives a negative review, the EB sends a corresponding notification to the author and removes the article from the register. If the author decides to send the corrected article to the EB, it may accept the materials for consideration only if the text is revised by at least 60%.

After receiving a positive review and the EB’s confirmation of its decision on publication, the article enters the “portfolio” of the journal. The publication plan is formed by the Editor-in-Chief from the articles included in the “portfolio” in order of priority determined by the date of receipt of the article and the filling of the corresponding section of the journal.

After publication, the author's original article with edits made by the editor and proofreader is stored in the archive of the editorial office for at least 1 year with an attached copy of the review.

The authors of the articles are responsible for the content of the articles, the materials provided, as well as for the fact of their publication. The EB does not always share the opinions of the authors and is not responsible for the unreliability of the published information. The EB is not responsible to the authors and/or third parties and organizations for possible damage caused by the publication of the article.

The journal does not charge fee for publication, as well as the author's fee.

Articles and other materials provided are not returned to the authors.

Illustrative and other materials sent by the author together with the article are used in the publication in the required quantity at the discretion of the EB. Articles designed without taking into account the requirements for publication are not accepted.
