Russia and China as phenomena of higher complexity. The problem of definition

Abstract.The article analyzes the main issues of social and political organization of Russia and China. Theory of complex systems was used for this study. It was concluded that Russian Federation and People’s Republic of China may be regarded as a specific type of staleness.
